US joins 200 nations in agreeing to a rule-book to implement 2015 Paris climate deal

Despite President Donald Trump’s vow to abandon the Paris Agreement, the United States agreed to the rule-book, making it easier for the administration to change its mind or for a future president to return to the pact. The US cannot formally withdraw from the agreement until late 2020.
