Government set to declare state of emergency in Venice: Italian PM

Italy's Prime Minister Giuseppe Conte described the flooding in Venice as "a blow to the heart of our country". He said said a cabinet meeting will declare a state of emergency and also approve the first measures aimed at helping the city's recovery.
